Hal tersebut menyebabkan batubara memiliki kualitas yang berbeda beda sekalipun berasal dari tambang yang sama. Kualitas batubara juga dipengaruhi oleh system penambangan dan handlingnya. Di sisi lain, dalam bisnis batubara, kualitas merupakan faktor yang sangat penting karena kualitas batubara menentukan harga jual dari batubara itu sendiri.
Di tambang batubara, quality control bertujuan untuk memonitor kualitas batubara yang diproduksi dan juga untuk mengatur kualitas batubara agar sesuai dengan spesifikasi yang ditentukan dalam kontrak jual beli batubara dengan cara blending management. Sedangkan di pihak end user seperti di Power Plant misalnya, quality control bertujuan untuk memonitor kualitas batubara yang dikirim oleh supplier sekaligus untuk mengatur agar kualitas batubara yang dimasukan ke dalam plant sesuai dengan spesifikasi yang sudah didesign atau ditentukan. Pengetahuan mengenai kualitas batubara dan pengetahuan mengenai teknik atau tata cara quality control batubara mutlak diperlukan dalam implementasi quality control baik di tambang maupun di pihak end user.
